I don't know if it's the difference between reading the transcript and actually watching the show, but I was quite pleased with Jack in this ep. It seemed to be more than a cameo appearance this time around and his lines and actions made sense to me. He gave Young a direct order to put the rescue plan into action, coming all the way from the President, and when Young didn't comply Jack gave the order to Telford.
When Telford and company cut and ran when they thought Destiny was going blooey, Jack said they were obeying orders. Could be. Could be a bit of retconning by Jack to shut Young up in that final debrief, but it was established early on by Young that if anything happened on Destiny while he, Chloe and Eli were absent, that they would probably die, too, on earth. So it would be a matter of 3 people dying or 6 (eliminating all the other folks who were gonna absolutely die.)

Oh, and Telford? He's really becoming quite the bastard.
